HB Sets Forth a Plan to Curb Catalytic Converter Theft

Catalytic converter theft continues to skyrocket across the nation, up 293% this year alone. In Huntington Beach, the Police Department has seen more than a 100% increase in catalytic converter thefts since last year. In 2020, the number of reported thefts was 192, however, in the first 11 months of 2021 alone, the number has risen to 387.  

In addition to efforts already being made by the Huntington Beach Police Department to combat this problem, on November 16, 2021, the City Council unanimously approved an item directing staff to draft an ordinance prohibiting the unlawful possession of a catalytic converter.  The City Manager, Police Chief, and City Attorney will be responsible for drafting the ordinance.  

Currently, Huntington Beach Police Officers are unable to ask for proof of ownership of an unattached catalytic converter, leaving theft unchecked. The Huntington Beach Police Department has hosted multiple etching events this past year in an effort to get residents to etch an identifiable marking on their vehicle’s catalytic converters, allowing for prosecution if recovered. However, if unetched, the current process lets thieves run free, as crimes cannot be charged without an identifiable victim, for example, the lawful owner of a stolen catalytic converter. 

This ordinance would allow the HBPD to require proof of ownership for unattached catalytic converters to be able to crack down on theft, trade, and unlawful possession, by charging those in possession of an unidentified catalytic converter as a misdemeanor.  

Catalytic converters are located underneath an automobile and assist with  breaking down hazardous materials released by the exhaust. These catalytic converters are highly desired for their precious metals and are in high demand on the black market, especially those that do not have etched identification numbers. To prevent theft, the HBPD recommends residents park their vehicles in well-lit areas, preferably in their driveway or garage, whenever possible.
