Streamline Surf City: Temporary Activity & Sign Permits

The City of Huntington Beach is committed to providing efficient and business-friendly services. We take pride in the strides made by the Community Development Department as we continue to streamline services through the HB ACA (Accela Citizen Access) portal. This platform is designed to empower our customers, making the entire process of acquiring permits more convenient and efficient, ultimately benefitting your business.

We would like to spotlight two permits offered by our Planning Division: the Temporary Activity Permit (TAP) and the Temporary Sign Permit (TSP). These permits are essential for businesses and entrepreneurs looking to create temporary events or promotional activities within our City. Whether it is a seasonal pumpkin patch, a Christmas tree lot sale, or other exciting ventures, we’re here to assist you through the process.

Temporary Activity Permit (TAP):

If you’re planning a temporary event within the City, the TAP is your gateway to making it a reality. Here are a few key points to determine whether your event is applicable for a TAP:

  1. Duration: The event does not exceed 96 hours, apart from agricultural sales.
  2. Display Requirements: A copy of this permit must be visibly displayed at the activity location.
  3. Frequency: A TAP is only available for a maximum of four events or activities per calendar year.
  4. Compliance: Violation of any of the requirements listed on this permit is subject to issuance of a citation.
  5. Permitted Activities: The permit allows outdoor display of goods, including banners, pennants, streamers, and flags.
  6. Not Permitted: Please note that balloons, inflatable signs, A-frame signs, live entertainment, and alcoholic beverages are not allowed.
  7. Processing Time: Once the fee has been paid by the applicant, the processing time for TAP is just one business day.

To get started, you’ll need to submit the following documents:

  • TAP Application
  • A narrative of the event
  • A site plan of the event layout
  • If amplified music is part of your event, neighborhood noticing is required.

Temporary Sign Permit (TSP):

Sometimes, your business may need a temporary identity to make a lasting impression. Our TSP offers the solution. Key points to consider include:

  1. Duration: TSPs may be issued for up to 30 days to establish or maintain your business identity until a permanent sign can be installed.
  2. Promotional Banners: According to Section 233.18 (HBZSO), promotional activity banners and pennants may be permitted for grand openings, special sales, change of ownership, and other similar events for a maximum of 90 days per calendar year.
  3. Non-renewable: Please note that these types of permits are not renewable.
  4. Processing Time: Just like TAP, the processing time for TSP is a swift 1 business day once the fee has been paid by the applicant.

For TSP, the necessary documents for submission include:

  • TSP Application
  • Dimension information for the proposed banner
